Toronto 2015 Pan American Games Quota Allocation

THE CHALLENGE
In recent years, the CAT member federations want to send more athletes to the
PANAM GAMES than the 250 permitted by PASO. The allocation of participation
spaces has created problems for the Organizing Committee and Technical
Delegate in allocating the participant spaces to the federations.

THE SOLUTION
Adopt a participation quota system similar to that of the Olympic Games offering
all member federations the opportunity to participate at the PAG on a fair and
equitable basis and still remain within the limitations established by ODEPA.
Starting next year, the procedure to participate in Toronto 2015, will be as
follows:

QUOTAS
Quotas will be awarded at the South American Games Santiago, the Caribbean
Games Veracruz and the CAT Championships Guadalajara. All quota qualifying
events will be conducted in 2014. Wild Card Quotas will be awarded by the CAT
President December 15, 2014.

An athlete may earn only one quota.

Quotas will be awarded according to place finishes in CAT Championship events
according to the number of Quotas allocated to that event. At the South
American and Caribbean Games a quota will be awarded to the gold medalist in
each of the 15 Olympic events. If the event winner has earned a Pan Am quota,
that participation quota will pass to the next eligible athlete in that event. Quotas
will be awarded in the sequence of the events conducted.

CAT Championship rifle quotas for men will be awarded in the event sequence:
Prone, Air Rifle, Three Position. Women’s rifle quotas will be awarded in air rifle
followed by 3x20. Pistol quotas will be awarded in the event sequence: 25
meter, 50 meter and 10 meter for men and 10m followed by 25m for women.
There is no award sequence for the shotgun discipline.

Quotas will be awarded to the member federation's NOC who will coordinate
PAG entries with the CAT member federation.

Athletes entered in PAG Quota places may enter other PAG events thus
allowing for double and triple starters with a maximum of two starts in each
event.

Quotas may be used in any discipline event, but may not be transferred to
another discipline such as pistol to rifle (example: the federation may reassign a
men’s skeet quota to women’s trap). This protects discipline integrity and
recognizes that countries may have separate rifle/pistol and shotgun federations.

Upon application by the NOC and endorsed by the member federation, Wild
Card quota applications will be reviewed and awarded by the CAT President.
Distribution priority will consider federations who have not earned a PAG quota,
ISSF participation and performance criteria.

Unused quotas must be returned to the CAT President for redistribution 60 days
before the PAG opening ceremony.

Allocations recognize events with limited multiple starter possibilities: Rapid-Fire
Pistol, Trap, Skeet and Double Trap. Therefore these events are awarded a
higher allocation of quotas.

The Pan American Games host country is eligible to earn competition quotas in
addition to the 15 designated host country quotas (one per event) up to the 25
athlete maximum allowed.

Federations may enter up to 25 individuals providing a quota place has been
earned for each athlete.

CAT events of Women Prone, Standard Pistol and Center Fire Pistol may be
conducted at the CAT Championships. Any participating competitor may
participate in these events. No quotas will be awarded for these non-Olympic
events.

The dates of the 2015 ISSF World Cup Stages and of the 2015 ISSF
 Shotgun World Championship have been released and are now 
published in the ISSF on-line calendar
The International Shooting Sport Federation released the dates of the
 2015 ISSF World Cup Stages and of the 2015 ISSF Shotgun World 
Championship.

To all national shooting federations of America

Dear members 

As we look forward to the Games of 2016 in Rio de Janeiro, exciting times lay ahead for our  CAT  member federations.  The  2015  Pan  American  Games  will  be  held  in  Toronto, Canada at an excellent shooting venue, the Toronto International Trap & Skeet Club, with a  beautiful  satellite  villa  for  our  shooters,  at  just  10  minutes  driving.  At  recent  Pan American  Games,  entries  by  our  member  federations  to  participate  have  exceeded  the PASO  athlete  limit  of  250 athletes.  Recently,  we  have  attempted  to  increase  the authorized  participation  without  success,  as  PASO wants  to  keep  the  total  limit  of  less than  6,000  athletes  during  the  games. Many  sports  received  participation  reductions  for 2015, so keeping our quota for Toronto its not too bad, after all. To alleviate this situation and  provide  fair  participation  for  all  member  federations,  a  quota  program  has  been developed for the 2015 Pam Am Games. The qualifying system will allow federations to better  plan  and  train  for  the  Pan  Ams  and  2016  Olympic  qualifying  opportunities.  That quota award system is attached along with a short explanation.

For  the  first  time,  Pan  Am  participation  quotas  will  be  awarded  at  the  2014  South American  Games  next  march  in  Santiago,  Chile,  also  during  the  CA  and  Caribbean Games in  Veracruz and finally the  CAT  Championship  at  Guadalajara,  Mexico  October 11-20.  The  CAT  invitation,  program  and  detailed  schedule  will  be  available  later  this month. Using a quota system for Pan Am qualification will help some federations receive government  support  to  participate  at  the  CAT  championship  that  will  consist  of  the Olympic events for open and junior athletes.

In  consideration  of  the  new  qualifying  program  for  the  Pan American  Games Toronto 2015,  the  2016  Olympic  quota  allocation  has  been  amended  slightly  that  shifts  some quotas  from  the  CAT  championship  to  the  Pan  Am  Games. 

The  new  Olympic  quota allocation table is attached. The Americas will have two ISSF world cups in 2014. There will again be a RIFLE and PISTOL  WC at  Fort  Benning,  Georgia 26  March  to  3  April  and  a  SHOTGUN  WC at  Tucson,  Arizona  8-14  April.  These  two  world  cups  provide  excellent  competition  at  an economical cost for CAT federations. Invitations and detailed schedules will be provided later this month for both events.

 Finally, as you know, The 2014 II Youth Olympic Games (YOG) will be held at Nanjing, China, 16-22 august. YOG quota qualifying for the Americas will be in conjunction with the  Fort  Benning  World  Cup.  The  first  two  days  of  the  World  Cup  will  be  open  airgun shooting  followed  by  a  day  of  official  training  and  two  days  of  YOG  quota  qualifying competition.  Two  quotas  will  be  awarded  in  each  airgun  event.  Eligibility  is  for  young athletes  born  between  1  January  1996  and  1  January  1999.  The official invitation  and schedule will be provided by USA Shooting shortly.
