Bindra-led panel okays mixed-gender events in shooting

In a potentially controversial decision, the ISSF Athletes Committee has recommended mixed-gender team events for the Olympic Games. The committee, headed by Abhinav Bindra, has sought to replace the double-trap men's event with a mixed-gender trap event, convert the 50m prone men's event into a mixed-gender air rifle event and the 50m pistol men's event into a mixed-gender air pistol event.
The move has been welcomed by female shooters in India, though there is some disquiet over the 50m pistol event -- one in which Indians are gaining strength -- being scrapped.
The decision follows the International Olympic Committee's (IOC) objective of international sport federations working towards a 50% female representation at the Games. Currently, shooting has nine men's and six women's events at the Olympics.
In his statement announcing the recommendations, Bindra said that they were buoyed by the success of the 10m air mixed team events at the Youth Olympics. "The guiding principle was to look at [the] situation in a holistic manner which would be beneficial in [the] long term for the shooting sport in order for us to maintain our presence in the Olympic movement," he said.
In November 2015, the committee had recommended to the International Shooting Sport Federation (ISSF) that the 50m rifle prone men, 50m pistol men and double-trap men's events be converted into mixed-gender events. Before arriving at a final decision, the Athletes Committee reviewed its stance taking into account factors such as current participation, youth participation and accessibility. This decision was then released by the ISSF Ad Hoc Committee.
It is subject to a formal ratification at the ISSF governing council and executive committee meeting, to be held in New Delhi in February 2017.
National Rifle Association of India (NRAI) chief Raninder Singh told ESPN that the idea is to test out the mixed-gender team events at the World Cup to be held in Delhi two days after the ISSF meeting. "Since the format and rules of the mixed-gender event are still not clear, we will have to wait it out," he said. "If things work according to plan, we can hopefully test the events out at the World Cup."
While mixed-gender events in contact sports such as wrestling, boxing or football are understandably ruled out, gender segregation in a skill-based sport like shooting, which has little to do with physical strength or stamina, is harder to justify. Both sexes competed together at international competitions for decades in the past. At the 1976 Montreal Games, US's Margaret Murdock, a 33-year-old nurse, tied for gold in the small-bore rifle event against male teammate Lanny Bassham. Though Bassham was awarded gold for having scored three 100s to Murdock's two, at the medal ceremony he pulled his female teammate up to the first-place platform. Murdock was also the first woman to win an Olympic shooting medal. The rifle events were split into men's and women's events in 1984.
Female shooters in India called it a 'long overdue' measure. "Though there's still ambiguity over the rules of the new event, I'm both excited and intrigued to see how it pans out," Indian pistol shooter Heena Sidhu told ESPN. "As a female shooter I have always wondered why men have more number of events than we do. Not only at the Olympics, an equality in terms of participation needs to be brought about in continental meets and world championships as well."

Kilty: "For Tokyo 2020, the ISSF must move to compliance in gender equality"

30.11.2016

Kevin Kilty, member of the ISSF Executive Committee, released a statement in name of the Coach Advisory Committee.
The challenges posed by the IOC’s Agenda 2020 programme will have far reaching affects for the future of sport shooting. These challenges will see the ISSF having to move to gender equality in both the number of events and in the number of quotas at the request of the IOC. This task is made more complicated by the expressed desire within the Agenda 2020 programme to see the introduction of mixed gender team events.

When the coach advisory committee first met to review IOC Agenda 2020 in November 2015, we were faced with trying to find solutions to these challenges that would maintain the spirit of our sport whilst embracing the goals set out in IOC Agenda 2020. It was clear to us that we must maintain the five event slots for each Shooting discipline (rifle-pistol-shotgun) as the basis for the development of mixed team events. The ISSF is one of only seven international federations currently do not have either equal events or equal quotas for men and women . It is essential that for Tokyo 2020, the ISSF must move to compliance in gender equality.

Currently our event programme has nine men’s events and six women’s events, so the required IOC Agenda 2020 changes to the programme will require the replacement of three men’s events to achieve 50% gender equality in events. To have to replace so many events in the current Olympic programme is emotionally difficult and the ISSF Coaches Advisory Committee was aware that the decisions that are to be taken must not be taken lightly. After much discussion we agreed, in line with the ISSF Athletes Advisory Committee, to recommend to the ISSF Ad-Hoc Committee to convert the three men’s events, 50m rifle prone, 50m pistol and Double Trap, to mixed gender team events.

At the recent ISSF Section Committee meetings in Munich, we received an update on the IOC’s event evaluation process from the ISSF and an insight from IOC member Ms. Danka Bartekova, as to the IOC’s determination to achieve Agenda 2020´s gender equality goal for the Tokyo games. These briefings outlined a significant change by the IOC to the evaluation of sports for their continued inclusion in the games. Where once our sport was evaluated as a single entity, now each of our events would be evaluated individually against a wide range of criteria such as universality, cost of participation, environment, grassroots development and sustainability. It was also made clear to us that the IOC rated highly the success of the air rifle and air pistol mixed team events of the Youth Olympic Games as a model for the encouragement of youth participation and cost efficient access to the shooting sports.

A vote was held to decide the recommendation of the Coach Advisory Committee. The result of the vote was to recommend to the Ad-Hoc Committee the replacement of 50m rifle prone men with a 10m air rifle mixed gender team event, the replacement of 50m pistol men with a 10m air pistol mixed gender team event and the replacement of double trap men with a trap mixed gender team event. We made the observation that the events being replaced must continue in the programme of events for future ISSF World Championships to ensure their legacy.

These recommendations were submitted to the Ad-Hoc Committee for consideration at their follow up meeting where a decision was made to propose the same recommendations to the ISSF Executive Committee and ISSF Administrative Council that will meet in New Delhi during the ISSF World Cup in 2017.

The proposed changes to our Olympic programme were decisions that were not taken lightly. We agreed to leave our emotions and our own discipline bias at the door of our meetings. Our recommendations are based on what we believe to be the best way to ensure that the sport of shooting remains a strong and vibrant member of the Olympic movement and a continuing sport on the Olympic Games programme.

Bindra: “look at the bigger picture, to ensure our strong presence within the Olympic movement”

28.11.2016

The Chairman of the ISSF Athletes Committee, 2008 Olympic Champion Abhinav Bindra (IND), released a statement addressing his fellow athletes, today. Bindra stress the importance of “looking at the bigger picture” when considering the recommendations for the Tokyo 2020 Shooting sport Olympic program, voted by the Athletes Committee and subsequently released by the ISSF Ad Hoc Committee last October 24.
Dear Friends,

In this post I would like to inform you of the latest developments from the Athletes Committee Meeting which was held in Munich. As all of you are aware that complying with Agenda 2020 is of prime importance in order for us to maintain our strong position within the Olympic Movement.

The IOC is now working with all international federations to achieve 50 percent female participation in the Olympic Games and to stimulate women's participation and involvement in sport by creating more participation opportunities at the Olympic Games by Tokyo 2020. The IOC encourages the inclusion of mixed gender team events.

Shooting currently has nine men's events and six women's events on the Olympic program so major changes are necessary.

The ISSF leadership brought the issue up to the ISSF Athletes Committee way back in 2015 when the newly elected Committee first convened in January 2015. In fact, the Athlete Committee was the first Committee the issue was brought up to.  From the very moment this was brought up to us we realized that this was going to be a very challenging situation. In all our reports and posts we continuously encouraged all athletes to read the Agenda 2020 and offer us suggestions and possible solutions to achieve the benchmarks set by the IOC.

In November 2015, the Athletes Committee after much deliberation recommended to the ISSF that we should try and preserve the integrity of the current program and convert the events of 50m Rifle Prone Men, 50m Pistol Men and Double Trap Men into mixed gender team events.  This was our stated position to the ISSF Ad Hoc Committee in 2015.

However, this year we were updated of the evaluation process in more details by both the ISSF leadership and by IOC member Ms. Danka Bartekova who is our liaison to the IOC Athletes Committee. Several factors such as universality, sport presentation, grassroots development, sustainability, environmental and cost factors were taken into consideration. The huge success of the 10m Air Mixed Team events at the Youth Olympics was also considered and we were informed of the encouraging response of the IOC towards the mixed events.  We were also informed of the details which were needed to be submitted by the ISSF to the IOC such as current participation, event existence, youth participation and accessibility.

Taking into consideration all factors the Athletes Committee had to review our stated position of 2015. This was an immensely difficult and emotional situation for us as we understand the sensitivity of many athletes who would be affected by any decision. We had many deliberations amongst ourselves, ISSF Coaches Committee, and different Section Committees and the ISSF leadership.

The guiding principle was to look at situation in a holistic manner which would be beneficial in long term for the shooting sport in order for us to maintain our presence in the Olympic movement.

We conducted a vote within the Athletes Committee in order for us to come up with our recommendations.  The result of the vote was to replace the Double Trap men event to a Mixed Gender Trap event, 50m Prone Men into a Mixed Gender Air Rifle event and 50m Pistol Men into a Mixed Gender Air Pistol event.

We can understand that many athletes would not be satisfied with this. In fact, none of us are and we realize that this is a very difficult scenario. The Athletes Committee requests that everybody should look at the bigger picture and consider the many factors that are important for us to ensure our strong presence within the Olympic movement.

I hope this gives all of you an insight into what went behind coming up with our recommendations and that it was done in the most transparent and democratic fashion.

ABHINAV BINDRA

Delhi to try out mixed-gender events, new finals at Shooting World Cup

THE TIME OF INDIA
            SPORTS

PUNE: Change will be flavour of the season when shooters across the world come to the Karni Singh Ranges in Tughlakabad in February next year.

The venue will not be just hosting its first ever World Cup, it will also become the first calendar event to try out new mixed team events recommended by the world shooting body on Thursday.

The International Shooting Sport Federation's (ISSF) Ad-Hoc committee has recommended to drop men's double trap, 50m rifle prone and 50m pistol events from the Tokyo 2020 Olympics program. The events will be replaced by mixed-gender team events in double trap, 10m air rifle and 10m air pistol categories respectively.

National Rifle Association of India (NRAI) president Raninder Singh, who is also one of the executive committee members of the ISSF, confirmed that Delhi will be the first to try out the new categories.

"The ISSF governing council and executive committee meetings are scheduled to be held two days before the World Cup begins. The final decision on the new events will be taken then. Nonetheless, the new events will be tried out at the World Cup along with the old events," Raninder told TOI.

Since the rules of the new events are yet to be formed, the NRAI will not test them at the shooting nationals in Pune from December 13.

Gender equality on the way in shooting for Tokyo Olympics

The more we change, the more we tend to revert to the original. After being beaten by a woman, Zhang Shan of China in the skeet open event in the Barcelona Olympics in 1992, the men had conspired to introduce a separate skeet event for women by the Sydney Games in 2000.

Now, with the International The more we change, the more we tend to revert to the original. After being beaten by a woman, Olympic Committee (IOC) on a power drive towards achieving gender equality in terms of the Olympic medals on offer in the Tokyo Games in 2020, shooting is all set for a world of change. The biggest change will be the introduction of three mixed team events one each in rifle, pistol and shotgun.

In the last Olympic program in Rio, there were nine men’s events and six women’s events. There was a fine proportion of five each in rifle, pistol and shotgun. Without trying to disturb the balance between the three disciplines, the ad-hoc committee of the International Shooting Sport Federation (ISSF), which has been studying the subject for about two years, has suggested the removal of men’s prone, free pistol and double trap events from the Olympics, and the introduction of mixed team events in air pistol, air rifle and trap.

"The path of this recommendation involved many difficult, emotional and courageous decisions by coaches, athletes, members of all selection committees, ISSF leaders and many persons in the shooting community, who tried to act in the best interests of future generations in our sport while emphasising the priority of keeping shooting in the Olympic Games’’, said a statement from the ISSF.
The recommendations have now been brought to the attention of the athletes, coaches, national federations and fans, to gauge their pulse and gain their response. Their suggestions will once again be studied by the ad-hoc committee, along with the report of the IOC on Rio 2016 event-based evaluation, that is expected to be released in January.

The final recommendations are scheduled to be presented to the ISSF Executive and Administrative Council, which will take a call and submit a final proposal to the IOC by the end of February. The IOC, in turn, is expected to decide on the Tokyo 2020 Olympic program by mid-2017.

Till the decision is made by the IOC, the ISSF will continue to keep all the events in the World Cups and also conduct the mixed team events, starting with the first World Cup to be staged in New Delhi in February. The events that may be replaced eventually in the Olympic program, will continue to be part of the World Championships, held every four years, apart from the shotgun World Championships held every two years.

Tokyo 2020: ISSF Ad-Hoc Committee releases Shooting program recommendations

24.11.2016

The ISSF Ad Hoc Committee released its recommendations to establish gender equality in the Olympic Program.
The ISSF Ad-Hoc Committee, meeting in Munich, Germany, released today its recommendations to establish gender equality in the Olympic Program.  These recommendations are in response to the requirements of the International Olympic Committee’s Agenda 2020. The IOC is now working with International Federations “to achieve 50 per cent female participation in the Olympic Games and to stimulate women’s participation and involvement in sport by creating more participation opportunities at the Olympic Games” by Tokyo 2020. The IOC is also encouraging “the inclusion of mixed-gender team events,”– consisting in one male and one female athlete competing for the same nation.

Shooting currently has nine men´s events and six women’s events on the Olympic program so major change is necessary.  In order to respond to these challenges, ISSF President Olegario Vazquez Raña – with ISSF Executive Committee and ISSF Administrative Council approval – appointed a special “Ad-hoc” Committee composed of ISSF leaders to prepare recommendations to achieve gender equality in Shooting. Secretary General Franz Schreiber chairs the Committee, which includes ISSF Vice-Presidents Gary Anderson, Wang Yifu and Vladimir Lisin, as well as representatives of athletes and coaches, and other discipline experts.

The ISSF decision process started in 2015. Since then the Ad-Hoc Committee has met three times and conducted a detailed analysis of the actual events.  The process has involved all ISSF Section Committees (Athletes, Coaches, Shotgun, Rifle, Pistol and Technical) in their evaluation of several different alternatives and proposals.

The first decision of the Ad-Hoc Committee was to preserve discipline parity and retain 15 Olympic shooting events – 5 Rifle, 5 Pistol, 5 Shotgun. Each of the three disciplines currently has three men’s events and two women’s events in the Olympic program. The Committee decided that the best way to achieve gender equality was to convert one men’s event in each discipline to a mixed gender team event. Many different proposals were introduced for the events to be changed, considering factors such as universality, sport presentation, grass-roots development and sustainability. Many mixed gender team events proposals were also evaluated, with specific consideration given to their potential to support the worldwide development of Shooting.

After concluding an exhaustive evaluation process, the ISSF Ad-Hoc Committee recommends replacing the Double Trap Men event with a Trap Mixed Gender Team event, the 50m Rifle Prone Men event with a 10m Air Rifle Mixed Gender Team event and the 50m Pistol Men event with a 10m Air Pistol Mixed Gender Team event. The path to this recommendation involved many difficult, emotional and courageous decisions by coaches, athletes, members of all Section Committees, ISSF leaders and many persons in the shooting community, who tried to act in the best interests of future generations in our sport while emphasizing the priority of keeping Shooting in the Olympic Games.

The ISSF is releasing the Ad-Hoc Committee recommendations so athletes, coaches, national federations and fans can be informed and offer their contributions to the discussion. These recommendations will again be studied by the Ad-Hoc Committee together with the IOC’s Rio 2016 event-based evaluation that will be released in January.  The IOC analysis will consider a wide range of media and participation data. These recommendations will then be presented to the ISSF Executive Committee and Administrative Council. The Council will make a final decision on the recommendations that the ISSF must submit to the IOC by the end of February 2017. The IOC will make a final decision on the Tokyo 2020 Olympic Program in mid-2017.

Until we have a final decision by the IOC on the 2020 Olympic Program, the ISSF intends to keep all current events in the 2017 ISSF World Cup Series program, and to also conduct the proposed Mixed Gender Team events starting with the first 2017 ISSF World Cup Stage, in New Delhi, India. The events being replaced will continue to be conducted in all ISSF World Championships.

ISSF promove workshop e elogia muito a arbitragem brasileira

21/11/2016

Double gold for China, Norway at World Military Shooting meet

Double gold for China, Norway at World Military Shooting meet

Victor Bolorunduro

Doha

China dominated the men's 25m centre fire pistol event, winning both the individual and team gold, while host Qatar increased its medal haul to three at the ongoing 49th World Military Shooting Championships at the Losail Shooting Sports Complex on Wednesday.
At the end of the day's proceeding, the Chinese had a total of two gold and two bronze to stay in contention for the top of the table finish at the prestigious military shooting competition.

Jin Yongde was the hero of the day for the Chinese as he anchored his team, which include Zheng Gaor and Zhenxiang Xie, to victory in the team event after capturing for himself the individual gold. The silver medal in the individual event was won by Omkar Singh of India while Ung Hyon Kim of North Korea came third.

Host Qatar, with Oleg Engachev, Ivan Bidniak and Konstantin Maltsev on the range, shot their way to a bronze medal finish in the 25m centre fire pistol team event to take the country's tally to one silver and two bronze.

Just like in the previous two days, the third day of the six-day competition witnessed another record setting performance with the Norwegian team obliterating their own previous record of 1740 in the 300m standard rifle team event set at the 2015 championship in Korea.

The trio of Arne Odd Brekne, Boe Kristian Hans Wear and Aannestad Kim-Andre Lund shot their team to gold and glory with their 1745 score to push Switzerland, who had 1743, to the second position. Austria completed the podium finish, scoring 1731.

Hans Wear ensured another gold went into the kitty of Norway in the individual event of the same discipline with his 586 score. Denmark's Steffen Olsen grabbed the silver while another Norwegian Odd Brekne came third.

In the women's event, Germany made it three gold in three days with their top finish in the 25m pistol team event.

Michelle Skeries, Doreen Vennekamp and Sandra Hornung had a team score of 1732 to push Thailand to second while China claimed the third position.

For the 20-year-old Skeries, the bronze medalist at the 2016 Junior World Cup in Suhl, Germany, finishing tops in Doha is a dream comes true.

"I'm happy to be a part of the gold-winning team here in Qatar. As a former junior shooter, winning at a bigger stage like this as boosted my confidence. I appreciate the performance of my team and our opponents as well. I believe this is the beginning of greater things to come," Skeries said.

Meanwhile, Thailand made it a one-two finish in 25m pistol individual women's event. Tanyaporn Prucksakorn secured the gold while her compatriot Pattarasuda Sowsa-Nga came on her heels in second. China's Yao Yushi completed the podium finish.
